Carmen Vidal-Hallett provided 4 years of  construction management  for CHA. Projects ranged from family homes (Lathrop Homes) to senior housing  (Hilliard Homes) to  scattered sites.  Projects were managed from the design  to the final construction and close out phases.  The work also included the participation on the budget planning for HUD funds every year. Carmen facilitated the community meetings and construction meetings with the design and construction teams.
