As a certified MBE, DBE, and WBE business, EVD is dedicated to creating innovative, sustainable, and community-centered design solutions for clients in the Chicago area and beyond.

EVD provides leadership across interior architecture, urban design, planning, and construction management, with a strong focus on sustainability, resilience, and meaningful community collaboration. From early project planning and pre-design through site planning, municipal coordination, and community engagement, EVD works closely with clients, project teams, and stakeholders to develop thoughtful solutions that support long-term environmental and social impact.

Carmen Vidal-Hallett | EVD President

LEED AP International Associate, AIA, COAM

Carmen Vidal-Hallett is the founder and president of Eco Vidal Design, Inc., a Chicago-based WBE, MBE, and DBE firm established in 2008. An architect, urban planner, senior project manager, and sustainability leader, Carmen brings more than 25 years of experience in architecture, urban design, real estate development, construction management, and environmental sustainability.

Her work spans green construction practices, LEED education, urban design, residential and commercial architecture, and community-focused sustainability initiatives. Carmen is especially passionate about advancing strategies that reduce climate change impacts while educating present and future generations of green professionals.

Carmen’s professional background includes leadership in the urban sustainability and built environment sectors, with a focus on projects that integrate design excellence, environmental responsibility, and community benefit. Through EVD, she continues to pursue her vision of using architecture and urban design to create healthier, more resilient communities.



Maha Issa | EVD Senior Urban Studies and Planner


Dr. Maha Issa is an environmental sustainability professional and urban planning and design expert with more than 10 years of local and international experience. Her work includes sustainable planning, green infrastructure, academic leadership, project management, and community engagement.

Dr. Issa brings strong expertise in academic research, strategic planning, and innovative green solutions. She has led professional development initiatives, coordinated international exchange programs, and collaborated with diverse stakeholders on projects that connect sustainability, planning, and public impact.

She is a Certified Sustainability Professional from Loyola University Chicago and a LEED Green Associate through the U.S. Green Building Council. She was also awarded a Fulbright-Humphrey Fellowship at MIT in Urban Studies for professional urban planners and architects. Dr. Issa holds a PhD and master’s degree in Urban Planning from Baghdad University, as well as a bachelor’s degree in Architecture.



Emilia Vidal-Hallett | EVD Multidisciplinary Designer


Emilia Vidal-Hallett is a multidisciplinary designer, environmentalist, creative technologist, and fabricator whose work bridges design, technology, sustainability, and hands-on making. Her practice reflects a commitment to creating work that supports ecological thinking, creative problem-solving, and a more sustainable future.

At EVD, Emilia contributes to a range of design projects, including interior design, Rhino architectural drawings, 3D renderings, graphic design, and website support. She assists with project uploads, visual presentation, and the development of high-quality final graphics and renderings for EVD’s digital presence.

Emilia also designs, fabricates, and installs custom mounts and supports for museum artifacts, ensuring conservation standards and aesthetic integrity across exhibitions and collections. Her technical experience includes welding, carpentry, industrial design, and other fabrication methods that support both functional and artistic outcomes.



Alex Orozco | EVD Senior Urban & Economic Development Planner, GIS expert


Alex Orozco is an urban and economic development planner with extensive experience in urban and regional planning, economic development, project management, GIS, and Geoweb tools and technologies. He brings a strong public service background and a record of supporting complex planning, infrastructure, and development initiatives.

Alex works with EVD on research related to affordable housing, green technologies, prefabricated construction systems, GIS, circular economy strategies, and innovative construction materials. His work focuses on enhancing sustainability and resilience in urban environments while reducing life-cycle costs across areas such as housing, infrastructure, stormwater management, streetscaping, landscaping, and transportation-related improvements.

His professional experience includes more than 15 years with the Chicago Department of Planning and Development, along with planning roles for the City of Arlington, Texas, the City of Deming, New Mexico, and an engineering and planning firm in Fort Worth, Texas. His public sector accomplishments include contributions to shopping and retail centers, industrial and business parks, new schools, transportation projects, stadium projects, and broader economic development initiatives.
